Description: Prevailing approaches to school reform do not address barriers to learning, development, and teaching in comprehensive and mutifaceted ways, especially in schools where large proportions of students are not doing well. Rather, the current emphasis is mostly on intensifying the attention paid to curriculum, instruction, and classroom management.
